Ms Shirley YUNG assumed the post of Special Representative for Hong Kong Economic and Trade Affairs to the European Union on 6 June 2023.
Ms Yung heads the Hong Kong Economic and Trade Office in Brussels (HKETO, Brussels), the official representation of the Hong Kong Special Administrative Region Government to the European Union and 15 countries in Europe.
Ms Yung joined the Hong Kong Government in July 1988.
Ms Yung has served in various bureaux and departments since joining the Hong Kong Government in 1988, including the former Planning, Environment and Lands Branch, Transport Department, the former City and New Territories Administration, the former Political Adviser's Office, the former Constitutional Affairs Branch, the former Trade and Industry Bureau (later renamed the former Commerce, Industry and Technology Bureau), the Financial Services and the Treasury Bureau, the former Education and Manpower Bureau, the Chief Secretary for Administration's Office and the Security Bureau.
This is her third overseas posting, having served in the Hong Kong Economic and Trade Office in Washington D.C. from 1999 to 2003, and more recently, as the Principal Representative for Hong Kong Economic and Affairs to Japan and Korea from March 2016 to September 2020. From September 2020 to May 2023, she served as the Deputy Secretary for Security.
