Issuance of card-type document to non-Chinese Hong Kong permanent residents by country to enhance convenience of immigration clearance

We warmly welcome and are grateful to the country for announcing that non-Chinese Hong Kong permanent residents will soon be eligible for a card-type document to enhance convenience of clearance at control points of the Mainland. The new arrangement will further enable non-Chinese Hong Kong permanent residents in the business sector to travel to the Mainland smoothly and efficiently for various business activities, and promote cross-boundary exchanges of the business community.

With the unique advantages under "one country, two systems", Hong Kong is an ideal destination for Mainland and overseas enterprises to set up or expand their businesses, as well as the most preferred gateway for international investors and businesses to enter the Mainland market. The new measure will further strengthen the unique advantages of Hong Kong as a bridge to the Mainland market, and complements the "northbound" multiple-entry visa initiative as announced in the 2023 Policy Address. Coupled with our world-class professional services and infrastructure facilities, more foreign capital and enterprises will be attracted to set up regional headquarters or offices in Hong Kong.

The new measure is not limited to any nationality or industry, which fully highlights Hong Kong's unique status under 'one country, two systems' and greatly helps Hong Kong maintain its international character and diversity, thereby providing a significant incentive for companies and talent from around the world to settle in Hong Kong. We will certainly make good use of the measure to make even greater contributions to the development of the country.
